How are IEP services and supports written into the plan?
The services page is where the IEP becomes real. Vague entries often mean missed therapy, missed aide time, or missed instruction.

The IEP must list the special education, related services, supplementary aids and services, and program modifications your child needs. Each service should state type, frequency, duration, location, and start date. Supports for general education participation, such as a behavior plan, assistive technology, or aide time, belong here too.
What this means for parents
Parents hear services discussed in meetings, then find a thinner version on paper. Compare the conversation to the final document.
- Special education includes specially designed instruction in areas like reading, math, or social skills.
- Related services include speech, occupational therapy, physical therapy, counseling, and transportation when needed to benefit from special education.
- Supplementary aids and services help your child participate in general education, such as preferential seating, breaks, or adult support.
- Consult services count only if they clearly support your child's access to the IEP. Consult alone may not replace direct service.
- If the district cannot staff a service, that does not remove the IEP obligation. The district must find a way to provide it.
Questions to ask about services and supports
Clarify every line before you consent to implementation.
- What does each service look like in my child's actual school week?
- Who provides the service, and what are that person's credentials?
- Where will services happen, and will any be pull-out versus push-in?
- What supplementary aids and services will support general education participation?
- When do services start, and how will missed sessions be made up?

Before I consent to this IEP, please confirm the services page matches what we discussed. For each service, I want type, minutes, frequency, location, provider, and start date written clearly. Please add [service or support] if it is missing.
After missed services
My child did not receive [service] during [dates], although it is listed in the IEP at [frequency/duration]. Please explain the make-up plan and how the district will prevent further missed services.
Common mistakes to avoid
- Accepting language like OT consult as needed without defining what that means.
- Not distinguishing between special education instruction and accommodations.
- Assuming a aide listed in a behavior plan is guaranteed without IEP documentation.
- Letting the school reduce services orally without a revised IEP and notice.
- Forgetting to ask how services work on early release days, testing weeks, or field trips.
When to get more help
Consider getting help when services on paper are not delivered, the school wants to cut services without new data, or you need help matching evaluation recommendations to the service grid.
