Julian Moreira
Julian Moreira investigated special education complaints for the state of Florida, then ran the systems that handled them. He works for parents now.
I created Find Parent Advocates to make advocacy more accessible and affordable for families who are often up against a public education system that can prioritize institutional interests over individual student needs. I do this work because public education shapes opportunity and independence. Every student, including students with disabilities, deserves a real chance to pursue their own version of the American dream.
What he did before this
Julian Moreira spent five years inside Florida's special education system before he took a case for a parent.
He joined the Bureau of Exceptional Education and Student Services at the Florida Department of Education in March 2019 as a Program Specialist. The work was investigating state complaints filed under the Individuals with Disabilities Education Act (IDEA). A parent files a complaint, the state opens a file, and somebody has to read the IEP against the evaluation reports, the meeting notes, the progress data, and the district's written answer, then decide whether the school broke the law. He did that for a year.
In March 2020 he became Program Director of the same bureau. That job led Florida's special education state complaint and due process systems and oversaw compliance across all 70 or more districts in the state. State complaints and due process are two of the three formal dispute options IDEA gives parents. Both sat in that bureau.
Then he moved to the district side, where the decisions get made. From March 2021 to August 2022 he was Program Manager for Exceptional Student Education at Hillsborough County Public Schools, running Section 504 and special education discipline and training school teams. From August 2022 to August 2024 he was a Compliance Resolution Specialist for Exceptional Student Education at Pasco County Public Schools, running IEP and 504 meetings across the district.
He started working for families in August 2024.
The order is the point. Most advocates learn this system from the parent side, one child at a time, and that is real experience. Julian read the files from the state's side first. He saw which complaints went somewhere, which ones failed on a procedural detail the parent never knew existed, and what a district does with a request that arrives by phone instead of in writing.

What he cannot do
Julian is not an attorney. He cannot file a lawsuit, represent a family at a due process hearing, or give legal advice.
There is no national license for special education advocates and no certification a state requires before someone can practice. That cuts both ways. A parent hiring any advocate, this one included, is checking a work record rather than a license.
